Enchanting and Disenchanting is unfortunately very difficult to max, especially enchanting. First thing you need to do though, is get lots of non-crafted artifacts that can be disenchanted. By disenchanting them, you can level up the disenchant skill. Eventually you get to the point where you can simply do a quick raid of the Sholin's Temple any time you need raw foci. After that, just pet Stamina, Health, and Mana onto the foci. Those don't use up stats (which is why you use those 3), but take twice as many at a time to get the same difficulty (too little difficulty, and you can't level the skill). Once you reach 450 enchanting skill, you should be able to enchant tillium armor (easy to obtain), so just repeatedly enchant it. Also, max disenchanting completely before you start on Tillium, so you can disenchant the tillium stats, so you can re-enchant it, getting more skill ups on the same piece of armor.
